«تئوکراسی» در فرهنگ سیاسی غرب واژه کاملاً منفی است و در زبان انگلیسی اولین بار در سده هفدهم میلادی برای ارجاع به نوع حکومت مقبول یهودیان به کار رفته با ارجاع به توصیف فلاویوس جوزفوس از حکومت یهودیه یعنی حکومت خاندان هیرود و سلسله مراتب کاهنی- خاخامی (صدوقیون و فریسیون) در روم باستان. «تئوکراسی» در فرهنگ اروپای غربی دو شاخص دارد: اول، منتسب کردن نظام سیاسی به خداوند یعنی نشانیدن خداوند در مقام پادشاه. دوم، نظم سیاسی مبتنی بر سلسله مراتب «روحانی» (در مقابل «سکولار» یا «دنیوی») یعنی چنان سلسله مراتب نهادینه خاخامی یا کلیسایی که در تشیع وجود نداشته و ندارد.
انطباق این مفهوم بر نظام سیاسی جمهوری اسلامی مبتنی بر ولایت فقیه یا به دلیل کمسوادی و «ابراز فضل» ناشی از آن است یا هشیارانه و از سر شیطنت.
